史上最大规模改革~
自从中国停止进口“洋垃圾”之后，维州就一直在为处理垃圾的事犯愁。
为了减少垃圾量，昨天，维州政府宣布：
要进行维州史上
“最大规模的垃圾回收改革”！
改革的两大重点就是：
1、实行4个垃圾桶的垃圾分类制度
2、推出容器回收计划
这两项内容，一个会让大家多花钱，一个能让大家赚钱。我们分别来说。一、4个垃圾桶的垃圾分类制度维州政府计划，在目前红色、绿色、黄色垃圾桶的基础上，再增加一个紫色垃圾桶
增加之后，4个垃圾桶的分类如下：
紫色垃圾桶：回收玻璃
红色垃圾桶：回收一般的家庭垃圾
黄色垃圾桶：回收塑料、金属、纸张
绿色垃圾桶：回收食物残渣和园艺有机垃圾
从明年起，维州46个council的100万户维州家庭都将会有4个垃圾桶这46个council分别是：

到2030年，这个制度将推广到各个council。所有维州家庭都将拥有4个垃圾桶。
维州政府将通过可持续基金为新垃圾桶的推出提供1.29亿澳元的资金。紫色垃圾桶将会免费分发，居民们不需要花钱购买但是，增加了一个垃圾桶之后，council的市政费可能也会相应提高。
至于为什么要增加一个紫色的垃圾桶，是因为：在2000年至2018年，维州居民产生的垃圾量从740万吨增加到了1340万吨。18年翻了一番！
而根据Infrastructure Victoria的一份报告，在维州居民产生的垃圾中，碎玻璃是占比最大的种类之一。所以才有了这个专门回收玻璃的紫色垃圾桶。
回收上来之后进行再利用，就能减少扔进垃圾场的垃圾量。
维州政府希望：通过这样的改革，在未来10年，把垃圾量减少80%！
值得一提的是，其实早在这之前，维州就有很多council实行了4个垃圾桶的政策。
前段时间，Boroondara Council和Hobsons Bay Council也刚刚推出了4个垃圾桶，同时还把垃圾回收的频率改为了每两周一次。
很多居民都担心这样会导致垃圾堆积，产生恶臭，反而污染环境。对此，维州州长表示，不会强制规定council收垃圾的频率，具体的细节还需要商量。
二、容器回收计划（container deposit scheme）这个计划简单来说就是：鼓励大家多回收废旧瓶子，塑料瓶玻璃瓶都可以。回收之后把瓶子放到指定回收点，就可以换钱。每个瓶子10?（数额待定）。
这样一来，不仅能大大提高各种瓶子的回收再利用，还能让大家赚点零花钱。
在此之前，澳洲其他州和领地都已经实行了类似的计划，只有维州没有。维州州长表示，现在是时候了。在2023年之前，维州的“容器回收计划”也会正式上线。
但是具体的细节，维州政府还没有公布。比如回收点设置在哪里，一个瓶子多少钱等等。另外，奖励大家的钱从哪出，会不会因此提高垃圾费（landfill levy），这个也不确定。
唯一确定的是，明年开始要搞4个垃圾桶了。大家要做好心理准备啊。
