我们希望在运营中遇到困难需要当地政府帮助解决和协调的会员公司们将问题提出来并填写附件表格发回给我们，美商会将转交给四川省人民政府外投中心。
同时非常欢迎会员公司派出代表参加5月中旬的咨询会，届时将有众多法律专家和相关政府部门领导现场为您提供答疑和咨询。（具体时间地点待定）。

四川外投中心简介：1996年10月,为了改善我省的投资软环境,为外商排忧解难,促进四川对外开放,省政府第62次常务会确定在我省设立外商投诉中心,作为省政府直接领导的处理外商投诉事务的行政协调机构,专门负责我省外商投诉事务的协调处理工作。2005年10月，为更好地为外省来川投资企业及民营企业服务，扩大投诉受理范围，省政府决定将四川省人民政府外商投诉中心更名为四川省人民政府外来企业投诉中心（下简称投诉中心）。投诉中心下设办公室,作为中心的日常办事机构, 具体负责外商、外来企业及民营企业投诉的受理、协调工作。
投诉中心由主任、副主任、投诉中心领导成员、投诉中心办公室四个层级组成。投诉中心主任由省政府黄小祥副省长兼任；副主任由省司法厅刘作明厅长担任；投诉中心领导成员由省司法、商务、工商、税务、公安、检察、法院、监察、海关等25个单位的分管领导组成。投诉中心下设办公室，具体负责外商、外来企业及民营企业投诉的受理、协调工作。

External Enterprise Complaint Center of Sichuan Provincial Government and AmCham Southwest China will hold a legal and management consultancy meeting in the Middle of May. Introduction of SCICS: In October 1996, for improving the investment environment, assisting foreign investors to solve problems and promoting Sichuan reform and opening policies, the provincial 62nd executive meeting determined the establishment of External Business Complaint Center as an administrative organization directly governed by provincial government, SCICS is reponsible for coordination complaints of external enterprises in Sichuan province. In October 2005, to better serve external and private enterprieses and to expand service scope, government decides to rename the Sichuan Provincial Foreign Enterprises Complaints Center to Sichuan Provincial External Enterprises Complaints Center. SCICS office was set up as daily administrative department of the center, and the major responsibility is to accept and process complaints of external enterprises.
SCICS consists of a four-tier organizational structure: Chief Director, Deputy Director, Executive Leadership, Center Office, Sichuan Deputy Governor Huang Xiaoxiang serves as the Chief Director; Sichuan Judicial Department Director-General Li Zhongbin serves as the Deputy Director; Executive Leadership of SCICS composes of leaders in charge of business, industry and commerce, taxation, public security, prosecution, courts, surveillance, customs and other 25 units in Chengdu government.
