英国于8月1日宣布把目标在24小时内审理英国签证的服务推广至学生申请人。

8月8日至10月14日期间，每天将向选择在北京、广州和上海签证申请中心递交申请的第四层级申请人开放100个超级优先服务签证预约。

在签证申请忙季，英国签证及移民局每天在全中国范围内收到的第四层级申请最多可能达到800份。每天的预约量可能根据未来的需求进行上调，这10周的试运行如果获得成功则可能永久性提供该服务。学生仍然可以在15家签证申请中心使用英速签服务。

英国签证及移民局亚太区总监贺梅瑞（Dominique Hardy）表示：

英国致力于在中国提供一流的签证服务。截至2016年3月的过去一年间，英国签证及移民局收到了约11.8万份使用英速签服务的申请，以及约3000份使用超级优先签证服务的申请。

为了应对在华签证需求的增长，英国签证及移民局于6、7月在长沙、昆明和西安新增设了3家签证申请中心，使英国在华签证申请中心数量达到15家。

超级优先签证服务耗时多久?

• 在大部分情况下，签证决定会在前往签证申请中心递交申请后的24个工作日小时内做出。超级优先签证服务的申请将会被最快处理。但是这项服务并不保证签证申请一定通过。所有签证申请会根据个人实际情况结合英国移民法规做出决定。
  

这项服务的费用是多少?

• 超级优先签证服务的费用为750英镑，可以在线支付或者在签证申请中心支付。
  

我要如何申请该服务?

• 符合资格的申请者在Visa4UK网站上完成签证申请表后可以预约和支付超级优先签证服务。他们会被询问是否要选择超级优先签证服务，并支付额外费用。

• 超级优先签证服务的申请需要在早上11点前，向我们三个可以接受该申请的签证申请中心递交。

• 视情况而定，申请人可能可以在赴约的时候选择这项服务。请和签证申请中心的员工咨询。

如果我在周五申请，我能在周六收到决定吗？

• 不。这项服务只会在周一到周五正常工作时间内运行，任何在周五递交的申请，我们会在周一结束前处理。
  

如果我被拒签了，我是否可以要求退费?

• 如果一个申请被拒签了，或者由于要求补充信息，或被要求做第四层级面试，或因为标准检查，技术问题，或医疗附加费不能被确认而导致的延误，是不会退费的。

为什么我的申请会被延误?

• 当申请人需要被面试的时候，我们会尽快地安排面试。在面试完成前，签证申请将不会被审理，因此，签证决定有可能不会在24小时内完成。

• 当需要补充其他材料的时候，签证申请不会在收到这些材料之前审理，或者已经超过交材料的截止日，之后，这些申请将会第一时间处理。

• 如果需要支付医疗附加费，费用必须在医疗附加费终端得到确认之后才会处理申请。我们建议申请人在前往签证中心赴约至少24小时之前支付医疗附加费。

• 建议申请人查看相关的第四层级签证指南和移民法规，确保所有所需的材料都包括在其申请里面，并符合移民法规要求。

如果我之前被英国拒签过，是否可以使用这项服务？

A service which aims to process UKvisa applications within 24 hours is to be expanded to student applicants, itwas announced today (1 August).

A total of 100 super priorityappointments will be made available each day to Tier 4 applicants who choose toattend the UK’s Beijing, Guangzhou and Shanghai visa application centresbetween 8 August and 14 October.

During the peak application period,UKVI is likely to receive up to 800 Tier 4 applications per day across China. Thenumber of daily slots may be increased in the future depending on demand andthe 10 week trial could be made permanent if successful. Students will alsocontinue to have access to the 3-5 day priority visa service at all 15 visaapplication centres.

Dominique Hardy, Regional Director for UK Visas & Immigration, AsiaPacific, said:

“The UK continues to welcomethe brightest and best students from China who wish to study at our world-classinstitutions. The expansion of our super priority visa service to Tier 4applicants is the latestin a series of changes we have made to create a quicker, easier and even moreconvenient process for our customers.”

The UK is committed to delivering anexcellent visa service in China. In year ending March 2016, UKVI receivedaround 118,000 applications through the 3-5 day priority visa service. In thesame period, it received around 3,000 super priority visa service applications.

In response to increasing demand inChina, UKVI has opened three new visa application centres in Changsha, Kunmingand Xian in June and July, bringing the UK’s visa application centre network to15. Its existing visa application centres in Beijing and Guangzhou were alsoenlarged in preparation for the peak application period.

How long does the superpriority visa service take?

• In the majorityof cases, a decision will be made within 24 working-day hours of submitting theapplication at the visa application centre. Super priority visa serviceapplications are processed with the highest priority. The service does nothowever guarantee success. All applications will be based on their individual merits in line withthe UK's immigration rules.

How much does the servicecost?

• The super priority visa service costs an additional £750 and can bepaid for online or at the application centre.

How exactly do I apply?

·        Eligible applicants will be able to book and pay for their superpriority visa service appointment online as they complete their applicationform on the Visa4UK website. They will be asked to choose the ‘Super PriorityVisa Service’ option and pay the additional fee.

·        Super priority visa service applications should be submitted before11am in person at one of the three participating visa application centres.

·        Subjective to availability, it may be possible for an applicant tochoose the service when they attend their appointment. Please enquire with visaapplication centre staff.

If I apply on a Friday, willI receive a decision on Saturday?

• No. The service only operates Monday to Friday during normal workinghours and we will aim to process any application submitted on Friday by Monday.

What if I am refused, will Iget my money back?

·        No refund will begiven where an application is refused or delayed as a result of the need foradditional enquiries, a Tier 4 interview, standard checks, technical faults, orwhere the payment of health surcharge cannot be confirmed.

Why might my application be delayed?

·        Where aninterview is required, every effort will be made to arrange this at the earliestopportunity. The application cannot be processed until the interview iscompleted and therefore it is possible a decision will not be reached within 24hours.

·        Where additionaldocuments are requested, the application will not be processed until thedocuments are received, or the deadline for submission has passed, after whichit will be given the highest priority.

·        If a healthsurcharge payment is required, this must be confirmed on the health surchargeportal before the application can be processed. It is advised that applicantspay the health surcharge at least 24 hours before your visa application centreappointment.

·        Applicants areencouraged to check the relevant Tier 4 guidance and Immigration Rules toensure that all required documents are included in their application and the ImmigrationRules are met.

How can I avoid these delays?

·        The majority ofdelays are caused by applicants failing to submit the required documents withtheir application. Can I still use the service if I have previously beenrefused a UK visa?

·        The super priorityvisa service is not suitable for anyone with adverse immigration history,including but not limited to periods of overstay in the UK, refusals of visaapplications, past criminality or immigration offences, or whose previous studyin the UK was cut short.
