The UCL Institute of Education Confucius Institute (IOE CI) is essentially the national centre for advice on and support for the teaching and learning of Chinese and about China in Secondary and Primary schools in England.
This is a new post that will exist to oversee Project Management of the DFE Mandarin Excellence Programme (MEP).
The MEP Project Manager will play a pivotal role in the Mandarin Expansion Programme (MEP), planning and working with the MEP Programme Director and IOE CI General Manager to lead project implementation and change management as required. Reporting to the MEP Programme Manager and IOE CI General Manager. The Project Manager will manage, monitor and report project risks, report against key milestones and key deliverables. Manage budgets and KPI's as required.
The post is available immediately and is available in the first instance until 31 March 2020.
- The post holder will be able to demonstrate successful Project Management experience be Prince 2 qualified (or equivalent)
- The post holder will have excellent attention to detail and have significant experience of risk and issue management
- Experience of budget setting and financial monitoring is also essential
- Planning and working with the MEP Programme Director and IOE CI General Manager to lead project implementation and change management as required
- Managing and delivering a number of different tasks concurrently, keeping each within specified deadlines and output requirements
- Developing integrated project plans covering the full project lifecycle, with built in risk and issue management as necessary to ensure project success
- Implementing project quality assurance including day to day liaison and support for schools involved in MEP
- Project evaluation before funding is transferred and at year end to demonstrate the impact of funding and success of project delivery
- Creation and agreement of budgets for projects in consultation with the CI General Manager and faculty finance team, and with project funders (this includes budget reporting, budget setting, cash flow planning, and forecasting)
- Working closely with Finance staff to ensure that all projects are operating within agreed financial parameters and protocols, and reporting on any material variances
- Effective coordination of MEP communications, contributing to website development, ensuring e-marketing, social media and communications strategies are developed and carried out to a high standard and in line with project needs
- Updating project documentation
- Business case development
- Ensuring that MEP delivery is resourced effectively at all times to meet the varying demands of different tasks, including overseeing recruitment and selection
- Developing the Confucius Institute project officers, including line management responsibilities
- Ensuring that staff development is managed proactively
- Actively follow and promote UCL policies, including Equal Opportunities and Race Equality policies
- Maintaining an awareness and observation of fire and health and safety regulations
- Carrying out any other duties commensurate with the grade and purpose of the post
You will be required to travel within the UK. International travel may be required occasionally (travel expenses, over and above your usual travel to work, would be reimbursed following standard staff expenses claim procedures).
As duties and responsibilities change, the job description will be reviewed and amended in consultation with the post holder
In undertaking your responsibilities you will be responsible to the Director of the UCL IOE Confucius Institute and, ultimately, to the Director of the Institute.
