In January 2015, Citizenship and Immigration Canada (CIC) will launch a new electronic system called Express Entry to manage applications for permanent residence incertain economic programs.

Express Entry will allow us to actively recruit, assess and select skilled immigrants under the following federal economic immigration programs:
联邦技术移民 the Federal Skilled Worker Program
联邦技工移民 the Federal Skilled Trades Program, and
加拿大经验类移民 the Canadian Experience Class
省或者领地也可以根据当地劳动市场的需求从快速通道系统中招募省提名人才。
Provinces and territories will also be able to recruit candidates from the Express Entry system for a portion of the Provincial Nominee Programs to meet local labour market needs.
在新的系统下，雇主们可以在选择经济移民时扮演关键角色。
Under this new system, employers will also have a key role in selecting economic immigrants.
雇主们可以通过加拿大新改进的招聘系统及在适当情况下通过省或领地来聘用候选人。
Employers will access candidates through Canada’s newand improved Job Bank and through provinces and territories where applicable.

The Express Entry system involves two steps:

Step 1) Potential candidates complete anonline Express Entry profile
潜在候选人在线填写快速通道简历时需要提供关于他们技能、工作经验、语言能力、教育及其他细节的信息。
Potential candidates will complete anonline Express Entry profile where they will provide information about their skills, work experience, language ability,education, and other details.
那些符合快速通道统筹下联邦经济移民项目其中一项标准的人将进入候选者池子中。
Those who meet the criteria of one of thefederal economic immigration programs subject to Express Entry will be placedin a pool of candidates.
在池子中，候选者将与他人竞争并排列名次。只有排名高的候选人（一般被认为是最有可能达到经济上的成功的人），以及那些已经有了工作安排或者拿到了省/领地提名的候选人，才会被邀请申请永久居民。
Candidates will be ranked against others inthe pool. Only the highest-ranked candidates (those deemed tohave the best chances for economic success), and those with qualifying offersof arranged employment orprovincial/territorial nominations, will be invited to apply for permanent residence.
如果候选人还没有从加拿大雇主或者省/领地提名处得到有效的工作机会的话，他/她必须要在加拿大政府的招聘系统中注册，从而使得他/她与合格的加拿大雇主相关联。
If a candidate does not already have avalid job offer from a Canadian employeror a provincial/territorial nomination,he or she must register with the Governmentof Canada’s Job Bank which will connect him or her with eligible Canadian employers.
在适当情况下，雇主们通过加拿大就业及社会发展部得到一个LMIA。快速通道中永久居民申请者的LMIA是不收取费用的。
Where applicable, employers will berequired to obtain a Labour Market Impact Assessment from Employment and Social Development Canada. There will be no fee for Labour Market Impact Assessmentsfor permanentresidence applications under the Express Entry system.
完成在线快速通道简介的填写的候选人，不保证会被邀请申请成为加拿大永久居民。
Completing an online Express Entry profiledoes not guarantee that a candidate will receive an Invitation to Apply forpermanent residence.
步骤2) CIC将会邀请某些候选人申请成为加拿大永久居民，并且会在六个月内处理他们的电子申请。
Step 2) Citizenship and Immigration Canada will invite certain candidates to apply forpermanent residence and process their electronic applications withinsix months.
如果候选人在池子中排名靠前（取决于他们的技术和工作经验），他们将收到邀请信邀请他们申请成为加拿大永久居民。
Candidates will receive an Invitation to Apply for permanent residence if they rank among the top in the pool, based on their skills and experience.

Candidates who have a valid job offer froma Canadian employer (subject to the Labour Market Impact Assessment process inplace at that time) or have been nominated by a province or territory will be given high scores in the ranking system.

Candidates will have 60 days to submit anelectronic application for permanent residence through one of the following programs:
联邦技术移民Federal Skilled Worker Program (FSWP);
联邦技工移民Federal Skilled Trades Program (FSTP);
加拿大经验类移民Canadian Experience Class (CEC) or,
省提名移民的一部分 A portion of the Provincial Nominee Program (PNP)
CIC将在6个月内处理并完成大部分申请（此处申请指所需文件齐全的申请）。
Citizenship and Immigration Canada will process the majority of complete applications (i.e. applications including all the necessary supporting documents) within six months or less.
在快速通道池子中而未收到邀请申请成为加拿大永久居民的候选人，可以在12个月后重新上传他们的简历，如果他们符合标准，他们将重新进入池子中。这条规定将防止申请积压，同时也可以保证处理的速度。
Candidates in the Express Entry pool who do not receive an Invitation to Apply for permanent residence after 12 months may resubmit their profile and re-enterthe pool if they still meet the criteria. This provision will prevent backlogs and ensure quick processing times.
快速通道将使得对潜在技术移民的处理服务更加的快捷有效率。快速通道也让加拿大政府可以更灵活的响应加拿大经济的变化情况及优先权。
Express Entry will result in faster and more efficient service to potential skilled immigrants. It will also allow the Government of Canada to be more flexible and responsive to Canada’s changing economic conditions and priorities.
