与中国不同，美国是50个国家组成的联邦，所以地区政府的治理实践，不同于中国的中央和地方的从属关系，一直都是地方自治。本讲座将讲述美国的基层政府是如何运作的。通过对亨内平郡的总检察长、律师、狱警、法医等不同的法律人士的互动交流，和实地访问应急办公室、看守所等所见所闻，试图展现出一部分鲜为人知的基层政府治理现状，并以2016年大选年和以应对2018年超级碗杯的人口拐卖和性犯罪等公共事务，来展现美国基层政府公共服务的理念和挑战。

Unlike China, the U.S. government is a federal system of 50 states. As such, local governance in the United States is quite different than in China’s central-local management structure. Dr. Li Li will discuss Hennepin County in Minnesota as an example of how America’s local governments work. She will draw on real examples, including the roles of Attorneys General, lawyers, prison guards, medical examiners, and legal professionals, and will discuss her visits to a local jail, emergency offices, and other sites, as well as explain the counting of absentee ballots in the 2016 elections and the anti-human trafficking pre-plans from the 2018 Super Bowl, to explain how the county government works.

讲者简介：历莉是中国企业家俱乐部的国际关系总监。她负责推进中国的企业家精神走向世界，同时，她负责国际关系的策略设计和项目执行，包括领袖论坛、国际访问和高层对话等。
历莉曾担任美国公益法研究所北京办公室的高级项目经理。她负责组织各种法律项目，帮助提高公益律师和“律师的社会责任”在中国的推广。她曾经在纽约的美中关系委员会和家庭庇护所，及明尼阿波利斯的全球女性权利短期工作过，内容关于推广中美关系，反对家庭暴力和人口贩卖等。
历莉两次被遴选为美国国务院学友项目。包括2015年美中关系委员会的访问学者。在2016-2017年，被选为汉弗莱访问学者，在明尼苏达大学学习法律和人权、非盈利机构管理。她拥有法学硕士和经济学学士学位。
About Speaker: Ms. Li Li is the Director of International Relations at the China Entrepreneur Club. She is responsible for promoting China entrepreneurship in the world, as well as designing the international relations’ strategies and projects, such as the leaders’ forum and members’ international visits.
Ms. Li Li used to work for the Global Network for Public Interest Law (PILnet), promoting public interest law. As a fellow, she worked at the National Committee on US-China Relations in New York, NY and focused on domestic abuse prevention at Global Rights for Women in Minneapolis, MN and Sanctuary for Families in New York, NY.
Ms. Li Li was a Professional Fellow for the National Committee on US-China Relations in 2015, and studied in the Hubert Humphrey Fellowship Program at University of Minnesota in 2016-2017. The topics she studied included law and human rights, NGO management, and domestic abuse prevention. She earned her Master of Laws and Bachelor of Economics.
